CCI Renews Cooperative Services for State of Texas

AUSTIN, TX – SEPTEMBER 16, 2013 – The State of Texas has just renewed CCI’s Cooperative Contracts Agreement, through which all Texas State Agencies and Local Governments can purchase Information Technology Consulting Services. “We are very pleased that the State of Texas chose to continue working with CCI through the Cooperative Contracts Program,” said CCI President Arshia Tayyab. “Serving Texas has been a joy for CCI as the program is very streamlined and efficient and it is so rewarding to see the impact to the people of Texas from our work.”

This ITSAC renewal builds upon CCI’s existing Contract for Procurement Consulting Services through the National Association of State Procurement Officers (WSCA-NASPO), allowing CCI to directly offer Texas State Agencies IT Services through the State’s own ITSAC Collective Contracting Program, but also to help State Agencies with tight budgets to purchase any form of good or service via a nationwide Collective Contracting Program. Through these two programs—one National and one State-level—CCI offers complete end-to-end services to Public Entities in Texas.

Since joining the ITSAC program in 2009, CCI has helped the Department of Assistive and Rehabilitative Services retire mainframe computers, the Comptroller of Public Accounts with disaster recovery and network security, the Texas Workforce Commission update the online unemployment insurance tools, the Department of Public Safety modernize its case management systems, the Health and Human Services Commission migrate to a new data center, and the City of San Antonio’s Police Department create a new website at www.sanantonio.gov/sapd.

“We are proud of all our work for Texas, but the City of San Antonio stands out for two reasons,” continued Tayyab. “First, because it was a Best Value project, meaning they felt we were the one company that best understood their needs and could do the project right without the need for competitive bidding. And second, because we helped them to create an online memorial of fallen officers, which is very touching and very human in how it honors these heroes of San Antonio.”

About The Texas State ITSAC Cooperative Contracts Program
Through the Cooperative Contracts Program the Texas Department of Information Resources assists state agencies and local governments with cost-effective acquisition of information resources by negotiating, managing and administering contracts with IT Providers. DIR makes it easier for these agencies and local governments to acquire these services, and leverages the buying power of all participants to provide volume discounts. Contracts negotiated and managed through the Cooperative Contracts Program resulted in over $4.6 billion in Customer purchases for the past 3 years combined.

About The WSCA-NASPO Cooperative Purchasing Organization
Since 1993, the Western States Contracting Alliance (WSCA) served as the primary cooperative purchasing arm of NASPO and encouraged, fostered, and guided participating members to work collaboratively in an effort to create true procurement cooperatives. WSCA-NASPO (aboutwsca.org) represents a unified, nationally-focused cooperative purchasing program that will leverage the collective expertise and experience of WSCA and NASPO, aggregate the demand of all 50 states, the District of Columbia and the five organized territories, and their political subdivisions and other eligible entities, and help spur innovation and competition in the marketplace.

CCI WSCA-NASPO Procurement Consulting Contract Expands

MUKILTEO, WA – JANUARY 01, 2013 – When the Western States Contracting Alliance (WSCA) and the National Association of State Procurement Officials (NASPO) formed their new National Cooperative Purchasing Organization, CCI’s Master Contract with WSCA gained new flexibility and outreach. Through this contract CCI is able to help states and educational institutions nationwide get the greatest return on investment for their tight budgets in our difficult economic times.

Thanks to the new union between WSCA and NASPO, CCI is authorized to provide procurement consulting, market analysis and contract negotiation services throughout all of the USA including not just the 50 states, but also Washington DC and the 5 organized territories (Guam, Northern Mariana Islands, Puerto Rico, US Virgin Islands, and American Samoa).

Ron Bell (Virginia), NASPO Immediate Past President, noted that “WSCA/NASPO is fortunate to have at this time a leadership team that came together and developed a highly effective organizational model to support the continued growth of this most successful program for years to come.”

Douglas Richins, former chief procurement officer for the State of Utah and a founding member of WSCA, will serve as the Chief Executive Officer of the new organization. “Building upon WSCA’s very firm foundation, the new WSCA/NASPO Cooperative Purchasing Organization will facilitate even more collaboration among all states. This repositioning will accelerate the benefits of cooperative contracts originated and administered by expert state procurement professionals and benefit taxpayers throughout the nation,” Richins stated.

CCI is proud to be able to support such a vital effort to manage the budgets of the nation, and bring our years of Procurement Consulting and in particular our Information Technology Procurement experience to all local governments and public entities. Our history of Procurement Consulting shows an ongoing commitment to helping both the States and the local economies at the same time in a spirit of cooperation.

Starting in 2009, CCI made a proposal to Washington State Governor Christine Gregoire and the then newly appointed State CIO Tony Tortorige to ensure that the documentation required from bidders was not only ecologically friendly but also financially not a burden to small businesses. We are proud of the State of Washington for implementing measures to reduce the number of printed copies, remove the need for wasteful three-ring binders, and increasing the acceptance of electronic bid responses. These techniques and our recommendations are now taught to new procurement officers in Washington State.

When South Carolina opened a new Master Contract for IT Services, CCI provided their procurement officer an in-depth training building upon our experience across the nation to help instruct how to run the program efficiently and effectively with best practices and samples from leading states.

And now, through this new National Cooperative Purchasing Organization, CCI is poised to provide Market Assessment and Analysis, Supplier Information, and Contract Negotiation nationwide.
